CM asks dms to visit villages

Chief minister Nitish Kumar wants district magistrates (DMs) to show their
humane face and solve people’s problems.
At a meeting of the DMs here
on Thursday, Kumar asked them to visit villages, halt there in night in tents,
listen to people’s grievances and redress them. The DMs have been asked to give
priority to solving land disputes and implementing welfare schemes like pension
to widows and the physically challenged.
The meeting was held in
three sessions, lasting about six hours, at the CM’s secretariat, Samwad. It was
also attended by state’s top bureaucrats and secretaries of almost all the
departments.
The CM reviewed the functioning of each DM and told them
about the government’s priorities and programmes, time management, field
inspection and methodology for implementation of various
schemes.
“The DMs have been directed to find amicable solution to
land disputes on a priority basis as such disputes lead to social tension and
violence,” chief secretary Anoop Mukherjee told newsmen during the lunch
break.
Mukherjee said though most of the DMs visit villages, they do
not stay there in tents. “The tent culture was prevalent when officials
travelled on horses and stayed in villages. We are trying to revive that
culture,” he said.
Asked if the CM was satisfied with the DMs’
functioning, Mukherjee said, “The day we tell them we are satisfied, the
administration will collapse.” He also said special attention is being given to
check corruption in implementation of welfare schemes.
Some DMs
raised the issue of lack of manpower. “Since recruitments in districts have not
taken place for long, there’s staff shortage in every district,” Mukherjee said
and added the DMs have been asked to recruit staff on contract
basis.
DGP Anand Shankar said Naxalism is a serious problem in some
of the districts. But the menace has been effectively checked in the districts
where `Apki Sarkar, Apke Dwar’ scheme has been launched. “The extremists have
been attacking soft targets and our problem is that we cannot depute police
force everywhere and at all railway stations,” he said.
The DGP did
not give the exact cop:people ratio in the state but said it is far less than
the national ratio of 50 policemen for a population of every one lakh.
